2. The 10s, 20s and 25s were first recorded in 2010, when they were available at the Kenya Revenue Authority in Nairobi, but they must have been issued some years earlier.

Kenya Revenue Authority - по-нашему, это налоговая инспекция.

Это итальянское Сомали, марка гербового сбора.
На мой взгляд, 1949-50 гг, когда начала работать AFIS:

Согласно тому же каталогу, это 1950 г. Хотя может быть и второй выпуск, 1956 года, в зависимости от перфорации и типа водяного знака
